What can I do about identity fraud?

Someone asked and obtained a Credit Card from Capital One is using my name and information. I recently learned that he was not charged on the basis of a credit background check. Now Capital One said that I owe 4 thousand U.S. dollars and sent the bill to a collection agency called National ARS. But I was constantly on the phone with the LRA for weeks trying to convince people to send me a statement of the formalities. They are hard refused and hung up the nose every time. My police department told me I can not file a police report without that information for the devil can I do here just to pay a lawyer? Do you have ADD or something? Get the card tells you where all purchases are made. Go to the stores they know who made the purchases, and ask if they remember all stands out. If you have a camera installed, ask if you can see the video of the day the purchase was made. but I think the information that must exist in any way.
